AB 988 (Bauer-Kahan) passed its second committee test in the Senate (in the Senate Health Committee, chaired by Dr. Richard Pan). Importantly, AB 988 continues to pick up republican votes, which will be vital when the bill gets to the Senate Floor and faces a 2/3 vote requirement due the fact that it would raise telephone surcharges and is thus a tax increase requiring a supermajority vote under the California Constitution.
